Green Card is an international motor third-party liability insurance policy that is mandatory when you drive your own car abroad. Without a valid policy, you may be refused exit from Ukraine or entry to other countries.
The Green Card provides financial protection abroad if you cause a road accident, allowing compensation to be paid by your insurer. It’s essentially your MTPL policy that works outside Ukraine. Travelling without it risks heavy fines, vehicle detention/confiscation, deportation, or even an entry ban.
As of 2025, the Green Card system covers 48 countries, including all EU states, Türkiye, Israel, and others. In total it is required in 45+ countries across Europe and the Mediterranean region (including Morocco, etc.).
Ukraine has switched to a fully electronic Green Card certificate. A printed copy is not formally required, but border officers may request a paper version. We recommend carrying a printout or a clear PDF on your phone.
From 1 January 2025, to enter Moldova you need a valid roadworthiness inspection certificate (in addition to the Green Card):
