Extreme-heat restriction on national roads
Summer, on days with an orange or red heat warning · 10:00–20:00
Trucks with a maximum authorized mass over 12 t are barred from national roads on days when an orange (+36…+38°C) or red (+39…+41°C) heat warning is in force. A yellow code (+33…+35°C) carries no restriction. The measure protects the road surface from deformation in high heat and is set by joint Order of the Ministry of Infrastructure and Regional Development and the Ministry of Internal Affairs No. 103/316 of 6 June 2025. From 2026 the trigger is the meteorological warning code rather than a fixed 30°C threshold, aligning Moldova with the EU and Romania. Similar temporary limits can be imposed during heavy snow or torrential rain.

Moldova regulates the road transport of dangerous goods through Government Decision No. 589 of 24 July 2017, which approved the Regulation applying the European ADR agreement domestically. Under this regime the National Road Transport Agency (ANTA) issues route coordination documents through a single window, including for foreign carriers moving dangerous goods to, from or in transit through Moldova, and admits ad-hoc dangerous-goods operations in domestic traffic. ANTA also handles the ADR driver training certificate. For ADR loads the practical requirements are proper route coordination, valid driver ADR qualifications and compliance with the safety rules of the Regulation, not any weekend or holiday driving ban.
