Truck Driving Bans in Moldova 2026

Moldova: no nationwide truck driving ban. Local and route restrictions may still apply, see below.

Moldova has no nationwide Sunday or public-holiday truck driving ban: international freight may run every day of the week, holidays included, without a general calendar restriction. The one country-wide limit is weather-based, keeping trucks over 12 t off national roads from 10:00 to 20:00 on days with an orange or red extreme-heat warning. Dangerous-goods (ADR) transport follows a separate regime under Government Decision No. 589/2017, with the National Road Transport Agency (ANTA) coordinating routes and authorizations. Public holidays still bring heavier traffic and longer border queues even though driving itself stays legal.

Extreme-heat restriction on national roads

Summer, on days with an orange or red heat warning · 10:00–20:00

Trucks with a maximum authorized mass over 12 t are barred from national roads on days when an orange (+36…+38°C) or red (+39…+41°C) heat warning is in force. A yellow code (+33…+35°C) carries no restriction. The measure protects the road surface from deformation in high heat and is set by joint Order of the Ministry of Infrastructure and Regional Development and the Ministry of Internal Affairs No. 103/316 of 6 June 2025. From 2026 the trigger is the meteorological warning code rather than a fixed 30°C threshold, aligning Moldova with the EU and Romania. Similar temporary limits can be imposed during heavy snow or torrential rain.

ADR / dangerous-goods transport

Moldova regulates the road transport of dangerous goods through Government Decision No. 589 of 24 July 2017, which approved the Regulation applying the European ADR agreement domestically. Under this regime the National Road Transport Agency (ANTA) issues route coordination documents through a single window, including for foreign carriers moving dangerous goods to, from or in transit through Moldova, and admits ad-hoc dangerous-goods operations in domestic traffic. ANTA also handles the ADR driver training certificate. For ADR loads the practical requirements are proper route coordination, valid driver ADR qualifications and compliance with the safety rules of the Regulation, not any weekend or holiday driving ban.

Basic driving rules for trucks

In built-up areas the speed limit is 50 km/h for all vehicles. Outside built-up areas heavy goods vehicles are held to lower speed limits than passenger cars. The blood alcohol limit is 0.3 g/L. These rules sit in the Road Traffic Regulations approved by Government Decision No. 357/2009. Moldova has no motorway network, so open-road limits apply on national and regional roads.

FAQ

Are trucks banned on Sundays in Moldova?

No. Moldova has no weekly Sunday truck driving ban. International and domestic freight may operate on Sundays with no general calendar restriction.

Do public holidays stop truck traffic in Moldova?

No. There is no nationwide holiday driving ban for trucks in Moldova, so freight stays legal on public holidays. Expect heavier traffic and longer border queues on those days even though driving is allowed.

Can heat close national roads to trucks in Moldova?

Yes. On days with an orange or red heat warning, trucks over 12 t are barred from national roads between 10:00 and 20:00 under joint MIDR and MAI Order No. 103/316 of 6 June 2025. A yellow heat code brings no restriction. Passenger transport, perishable goods, medical equipment, live animals, fuel distribution and emergency services are exempt.

What rules apply to dangerous-goods (ADR) transport through Moldova?

Road transport of dangerous goods is governed by Government Decision No. 589 of 24 July 2017, which applies the ADR agreement in Moldova. ANTA issues route coordination documents through a single window, including for foreign carriers moving dangerous goods to, from or through Moldova, and handles ADR driver training certificates.

I transit Moldova towards Romania or Ukraine. Do their bans affect my plan?

Romania has real restrictions: vehicles over 7.5 t are limited on selected national roads and motorways on Saturdays, Sundays and public holidays, usually 06:00 to 22:00, plus over-limit vehicles nationwide and summer heat measures, so plan Romanian legs around those. Ukraine has no general weekly or holiday truck ban but applies its own current conditions, including regional and weather-driven limits. Moldova itself adds only the heat restriction above.

Which basic road rules apply to trucks in Moldova?

In built-up areas the speed limit is 50 km/h for all vehicles, and heavy vehicles are held to lower limits than cars outside built-up areas. The blood alcohol limit is 0.3 g/L. These rules are set in the Road Traffic Regulations approved by Government Decision No. 357/2009.
