Montenegro has no year-round nationwide Sunday or public holiday truck ban. The only restriction is seasonal. From 15 June to 15 September 2026 the Police Administration bans freight vehicles over 7.5 t on the main coastal and transit roads (M-1, M-2, M-10), Monday to Friday 19:00–24:00 and on Saturday and Sunday 17:00–24:00. A separate regime runs from 25 May to 15 October 2026 on the Kotor-Cetinje mountain roads (R-1 and R-25.1). Public holidays on their own do not trigger a truck ban.

Summer heavy-vehicle restriction

Issued by the Police Administration of Montenegro under Article 130 of the Road Traffic Safety Law. It applies to freight vehicles with a maximum permitted mass over 7.5 t on the main coastal and transit corridors during the summer tourist season. A separate, longer regime runs from 25 May to 15 October 2026 on the mountain roads between Kotor and Cetinje. On regional road R-1 Kotor - Trojica - Krstac toward Cetinje traffic is restricted daily 07:00–24:00, with directional time-based limits (08:00–15:00 and 14:00–19:00 depending on direction) on the Kotor - Njegusi - Cetinje section and on R-25.1 Medjuvrsje - Lovcen.

Exempt from the ban
Dangerous goods (ADR) transport
Montenegro regulates dangerous-goods transport through the Law on transport of dangerous substances, which covers road, rail, sea and air transport and applies the ADR agreement for road transport. Carriers, senders and recipients must appoint at least one qualified dangerous-goods safety adviser. During the summer restriction, ADR transport keeps access on M-1 between GP Debeli Brijeg and the Lipci roundabout, via Herceg Novi and Kamenari.
Kotor - Cetinje and Lovcen mountain roads
Alongside the coastal summer ban, a longer regime runs from 25 May to 15 October 2026 on the winding roads between Kotor, Njegusi, Cetinje and the Lovcen massif. On regional road R-1 Kotor - Trojica - Krstac toward Cetinje traffic is restricted daily 07:00–24:00. Directional, time-based limits (08:00–15:00 and 14:00–19:00 depending on direction) apply on the Kotor - Njegusi - Cetinje section and on R-25.1 Medjuvrsje - Lovcen.
