ADR / dangerous goods transport

The transport of dangerous goods is the one national regime that treats heavy vehicles as a distinct category in Kosovo. It is set by Law No. 04/L-183 on Land Transport of Dangerous Goods, adopted by the Assembly of Kosovo in 2013, and amended and supplemented by Law No. 06/L-071. The framework aligns with ADR, and licensing, driver training and oversight run through the Ministry of Infrastructure, including Administrative Instruction No. 12/2013 on the criteria and procedures for issuing, cancelling and revoking dangerous goods transport licences. The Transport Community treats Kosovo's dangerous goods legislation as part of its regional work on harmonising safety rules for such transport. For a carrier this means that transit with dangerous goods depends on meeting these specific requirements, not on any weekend or holiday calendar.

Basic driving rules for trucks

General traffic rules for trucks are set by Law No. 08/L-186 on Road Traffic Provisions. The standard speed limits are 50 km/h in built-up areas, 80 km/h on open roads and 120 km/h on motorways, with lower limits for heavy vehicles where signs require them. The blood alcohol limit is 0.05%. Local weight, size and access restrictions on individual streets are indicated by road signs and apply only where posted.
