Romania is launching pilot testing of the new TollRo electronic road toll system, which will completely change the process of paying road user fees in the country starting October 1, 2026. This innovative system is intended exclusively for commercial freight transport and buses weighing over 3.5 tons. For passenger cars, the rules remain unchanged: their drivers are still required to purchase a standard time-based electronic vignette (Rovinieta). They do not need the TollRo app.
What is the TollRo System and How Does It Work?
TollRo is a digital system developed to modernize the road toll infrastructure in Romania. Instead of purchasing a fixed-time vignette, heavy transport is transitioning to payment based on actual kilometers traveled. Calculations are made automatically using the special TollRo app, On-Board Units (OBU), or satellite monitoring.
