# Domestic vs International Haulage: What Changes at Border

Moving a fleet from domestic routes to international ones changes far more than the distance on the map. The paperwork, the permits, the toll systems and — most of all — the border waiting time become the decisive planning factors on Ukraine–EU corridors.

##### What changes once you cross a border:

- **Permits and licences:** an international transport licence plus an ECMT or bilateral permit for each country on the route
- **Cargo paperwork:** CMR consignment note, customs declaration, TIR carnet or a T1 transit procedure
- **Driver documents:** passport, visa or biometric entry, tachograph card, proof of assignment
- **Road charges:** every country runs its own system — e-TOLL in Poland, myto in Slovakia, HU-GO in Hungary, Ro-Vignette in Romania

##### Planning time and fuel realistically:

A domestic run is planned in kilometres. An international run is planned in kilometres plus queue hours. Before dispatch, check live loads at the crossings you intend to use — for example [Chop (Tysa)](https://nakordoni.eu/en/id/id_27) towards Hungary or [Porubne](https://nakordoni.eu/en/id/id_40) towards Romania — and put the real waiting time into the schedule.

###### 🇺🇦 Ukraine:

- Freight lanes operate around the clock, but throughput depends on the shift and the queue already formed
- Dispatchers should plan from live data rather than from average transit norms

###### 🇷🇴 Romania:

**Practical tip:** budget 3–6 hours of reserve per border crossing and calculate driving and rest periods including time spent standing in the queue, not just time in motion.
